ABSTRACT

The approach of urban regeneration has been evolved from the perception of clearance of poverty quarters to the regeneration implementations with the social priority based upon the partnership models. Within this time, while the main actor of all implementations is the state, it has been understood that the projects that local participants did not attend, would not be successful.
Besides, in Turkey, the urban fringes that have become slum areas as a result of incorrect state policies and decayed city centers have been demolished and rebuilt. This approach which the inhabitants, local features, social and economical structures have been underestimated only cause the present problems increasingly move from one region to another. Since the laws seen as agents that strengthen central and local governments’ hand and enable their interferences, it is natural that the idea of attendance has been described as “inform if necessary”.
This study has been examining with which approaches the regeneration implementations have been applied in our country, what kind of agents have been used and by whom they have been implemented. So it shall evaluate the legal basis in process and the behaviour patterns of actors that are defined by law basing upon “Urban Regeneration Project in Sulukule, İstanbul”.
Due to the faults in the implementations going on, it is the approach of “Urban Regeneration” in Turkey that should be evolved actually. The institutions and the organizations that can be able to interfere to all the problems in the deprivation areas, to respond all the problems in these areas exist both in state settlement and in the context of nongovernmental organizations. The point is these institutions and the organizations should absorb their own responsibilities and their span of authority, set the relation between application agents and problematic areas in a correct and in an urgent way. The evoluation of urban regeneration process in Turkey will be able to become real without making the people living in these areas suffer using the legal authority and the resources as long as they show the intention to transform their responsibility areas to implementation and accomplish this via attendant processes.
